Unfortunately the address question is set in stone and hard coded on the backend. Although, when the Country is changed, the address lines should then change with it. Make sure that your mailing address question is set for all countries. How to check this? Go to the library tab, then click on global questions. Once you have done this, you will want to click the edit icon on the right and make sure it is set for all countries.
