This means that it is a "Do Not Honor" from the bank. 

The Card Issuing Bank is advising that they will not approve the transaction. There are a number of reasons that this response could be returned, including lack of funds, suspected fraud, account freeze, etc.

This is the most common and general declined message for transactions that are blocked by the bank that issued the card.

The response code returned from our system is the actual response returned directly from the customer's credit card issuing bank. If it is determined that the customer's issuing bank is declining the transaction, there is nothing we can do to override the declined 05 response.

We recommend asking the customer to call the number on the back of the credit card to speak with the bank about a declined "Do Not Honor" error. The customer can explain that they are trying to issue a payment and ask the bank to allow the transaction to be processed.
