Both topical and neat refer to applying essential oils to the skin.

Neat means undiluted (straight from the bottle, not mixed with anything else), and is generally recommended only for application on the bottoms of the feet.

Topical dilution for healthy individuals is 10% (60 drops per 1 ounce of carrier oil). A topical dilution of 25% (150 drops per 1 ounce of carrier oil) may be warranted in cases of severe pain, bad bruising, or serious muscle cramping.

For example: 60 drops of an essential oil in 1 full bottle of HBN Grapeseed Carrier Oil (1 ounce) would equal a 10% dilution for topical application.
