No. Personal Volume (PV) is only generated by personal purchases.

Additionally, only purchases made by Wholesale members count as your two (2) 1st generation, four (4) 2nd generation, and eight (8) 3rd generation sales required to earn the Star Bonus.

Example: You have 2 Personally Enrolled Members (PEMs). Neither of them have personal purchases. They both have at least 100 points in Retail sales. Neither of them would count toward the 2 you need for the Star Bonus because they do not have orders themselves.
