From the Lists section:
On the top of your list click on the "+ New list" button
Enter name of the list
Select a folder
Click on the "Create list" button
From the Search:
Click on the list icon on a chosen creator
Inside list field you will see the dropdown
Click on the "+ New list"
Enter name of the list
Select a folder
Click on the "Create list" button
