An active proposal is one that is ready to be reviewed by a recipient. If a proposal is not active the proposal link will not be accessible. You can activate/deactivate a proposal from two places: proposal settings and proposal live edit view.

If your proposal has expired, you will need to update the expiration date before you can reactivate for a recipient to review. This can be done from the proposal settings page, accessible from your main Quokka dashboard.
