You can automatically assign task templates to a specific user if they are the same person completing the task each time. Otherwise, you can easily assign a task to one of your users at any time.

Go to "Tasks", find the task, select "Assign task", and select the assignee from the dropdown list. The user will receive a notification that the task has been assigned to them.
