The intent of the rule was to prevent the club hopping during the seasonal year and to create a good working environment between clubs by talking with each other when players wanted to switch DURING the seasonal year. The intent was never to stop clubs from getting inquiries about players looking to switch after the seasonal year was over. Therefore, the spirit of the rules should be that there is no need to notify the players current club if they are looking to attend tryouts or obtain information if looking to switch after the year is over.
