What is an Active Shooter Incident Assessment?

An active shooter incident assessment examines past incidents to uncover commonalities in attacker behavior, target selection, and weapon choices. This knowledge helps law enforcement and security personnel develop more effective prevention and response strategies. Analyzing past responses also allows organizations to assess the strengths and weaknesses of existing protocols. This can lead to improvements in evacuation procedures, communication strategies, and training protocols for emergency responders and civilians alike.

    1. How did the shooter gain access to the targeted location?

    2. What type of weapon(s) did the shooter use?

    3. Did the shooter target specific areas or demographics?

    4. Did the shooter display any particular movement patterns or target selection strategies?

    5. Did the shooter exploit any specific security gaps during the attack?

    6. Did the shooter utilize any explosive devices or other distracting tactics?

    7. How long did the incident last, and what was the shooter's goal (e.g., inflict casualties, hostage-taking)?

  5. Countermeasures Development

    1. What are the key takeaways from this incident that can inform future security protocols?

    2. Based on the identified TTPs, what specific countermeasures can be implemented at the theme park?

  6. Provide a list of any pre-operational indicators
