General Advice
Local validation requirements here
South Derbyshire’s BNG level is set at 10%.
The NPPF states: "applicants are encouraged to consider biodiversity net gain early in the development process and factor it into site selection and design. Where appropriate, they should discuss the biodiversity net gain requirements for their development upfront with the relevant local planning authority utilising any pre-application advice services offered by them. This could help establish whether development proposals would be subject to biodiversity net gain and, if they are, enable feedback on the proposed strategy for achieving the biodiversity gain objective and consideration of the Biodiversity Gain Hierarchy to inform the design of the proposals"

Specific Requirements
Specific BNG requirements are set out in Policy 2.1 of theBiodiversity Net Guidance (adopted November 2023).
BNG should be delivered on site in the first instance. If this is not feasible, regard may be given to offsite provision if the applicant can secure this. In the meantime, the Council will consider offsite offsetting on a case-by-case basis, and as a minimum will expect to see proof that the applicant has control of the land providing the offsetting, and a deliverable biodiversity gain plan.
See also the Local Plan (adopted 2 November 2017).
Strategic Significance
Strategic Significance requirements are set out in Policy 14 of the Biodiversity Net Guidance (see above).
Strategic Significance is the understanding of how a specific parcel of habitat sits within its landscape context. It is a landscape scale approach to ensure that biodiversity net gain is incentivised so that the right habitat is in the right place within the landscape. Here Strategic Significance comprises one of the three components that are used to determine the quality of a habitat both on-site and off-site of a planning application site.
