City of Lincoln’s BNG level is set at 10%.

The NPPF states: "applicants are encouraged to consider biodiversity net gain early in the development process and factor it into site selection and design. Where appropriate, they should discuss the biodiversity net gain requirements for their development upfront with the relevant local planning authority utilising any pre-application advice services offered by them. This could help establish whether development proposals would be subject to biodiversity net gain and, if they are, enable feedback on the proposed strategy for achieving the biodiversity gain objective and consideration of the Biodiversity Gain Hierarchy to inform the design of the proposals"

Specific Requirements

Specific BNG requirements are set out in theCentral Lincolnshire BNG Guidance.

The principal mechanism for delivery of BNG within the TCPA is a ‘general biodiversity gain condition’ (GBGC), which is to be attached to all planning permissions (unless exempt) and must be discharged by the provision and acceptance of a Biodiversity Gain Plan (BGP) prior to commencement of development. Broadly, the BGP will aim to ensure:

• Onsite biodiversity gains have been identified through the development’s approved plans and drawings are appropriately secured;

• Any off site biodiversity gains have been registered and allocated to the development; and

• Biodiversity credits, if they are necessary, have been purchased.

Strategic Significance

Specific Strategic Significance requirements are set out in theCentral Lincolnshire BNG Guidance.

Strategic significance will be high if the habitat, hedgerow, or watercourse location is identified in the Local Nature Recovery Strategy. As the Local Nature Recovery Strategy is not available in the Central Lincolnshire area at present, the LPAs will be defining areas of strategic significance as per the Biodiversity Opportunity Mapping (BOM) produced by Greater Lincolnshire Nature Partnership. Please note that these guidelines will be superseded by the LNRS once it is published. Sites falling with the BOM can be located using the Central Lincolnshire Local Plan Interactive Map.
