To be able to click links included in the tooltip content, you need to enable the ‘Fixed’ option in the tooltip settings. This way the tooltip won’t follow the mouse movements and will be fixed in the same position, allowing the user to hover the tooltip itself and click any link or content included there.

To help you format the tooltip content and add links, you can enable the rich text editor for the tooltip field.
