Why is the Shift Bazaar empty when I received a notification that there was a new deal available?

Some teams have a large number of users, and fewer available shifts. If you have received a notification that there is a shift available and by the time you reach the bazaar it is empty - someone else has most likely gotten to the shift before you. In this case, you are looking in the right place for the new shifts, but they are already gone! Keeping your email and push notifications on will help you see new shifts as soon as they go on the market.
