The PopulatePhone order rule action means that if the Phone field is empty on the order or you don't want to use a customer's phone number on orders you can populate one for them. For the Param field you enter the number you want to set on the order.
The PopulateMobile order rule action does the same as above but instead of populating the Phone field, it will populate the Mobile field on the order.
