The short answer is NO.
When you save a project to your iPhone, it only saves to that device. This means if you download PicPlayPost on your iPad and try to locate the saved project, you will not be able to find it regardless if you used the same Apple ID to download PicPlayPost.
A few additional things note of about saving projects:
If you delete the app, all your saved projects are forever deleted. There is no way for anyone to retrieve them.
If you damage your device, switch to a new device without backing up your data, you will not be able to retrieve your content.
