You can easily turn any video into a live photo and set it as your lock screen wallpaper.  

Step 1: Select any video

Step 2: Trim your video to include only the portion you want.

Step 3: Resize your video to reframe the shot or fit the entire horizontal video into the screen. 

Step 4: Change your background.  You can change the color or replace it with a pattern.

Step 5: Change cover photo.  You replace the cover photo with a frame from the video or upload a photo from your camera roll.
