Yes, all active accounts will be billed the monthly subscription regardless of the amount of campaigns sent during a given month. An account is considered active even if you do not send out a mailer during a particular month as we continue to store your contacts, new sign-ups, host images and files, manage your opt-outs and record reporting metrics.
