After you already have a Google Play Console account you need to invite Napps so we can submit and configure your app for the android devices.
If your verification is still pending you can still proceed with the invite for Napps.
Step 1
Navigate to your google play console account

After loging in into your account navigate to "Users and authorizations" on the sidebar.
Step 3
After navigating to the “Users” page, click on the three dots icon on the right side of the page. This will open a pop-up where you should select the option “Invite New Users”.
Step 4
Now, enter Napps’ information to invite us to your account. Start by adding this exact email: “team@napps-solutions.com”.
Step 5
After scroll down to the bottom o fthe page click the button "Add App" and then select the App your previsouly created and the click apply
