This will display a message to visitors of your booking website homepage:

Add a homepage pop-up message within Settings > General and click [Save] at the bottom of the page once done:

This will display a message to customers on the Book Appointment page:

And in the booking confirmation email:

Within Settings > General > [Manage Legal Documents] (at the top-right of the page), click [Update your Booking Policy Summary] and add your message above the cancellation policy before clicking [Save]:

Within Business Boosters > Marketing, you can create an email or SMS campaign to send to customers.
