Allows obsolete items to be added to an order.

Use case
When an item has a stocking indicator of Obsolete, orders will no longer be recommended for this item in the app. Refer to What are the Stocking Indicators? for a further explanation.
As per industry best practice, obsolete items should not be reordered and the configuration setting should be disabled.
However, if your business process requires it, this setting can be enabled to allow obsolete items to be reordered.
