Overview
The Key Personnel feature shows the required roles from the solicitation, matched against your people. Only confirmed personnel count toward your staffing commitment.
Key Personnel is generated automatically as part of the Kickoff Package workflow, the third item built after the Compliance Matrix and Win Themes. NextStage AI reviews the RFP requirements against the resumes in your Personnel Bench and makes a recommendation for each role. It's up to you to confirm the recommended candidate, or assign someone else.
At the top of the page you'll see:
Roles: total number of key personnel roles identified
Committed FTE: FTE currently covered by Confirmed personnel
Required FTE: total FTE the RFP specifies (or "—" if the RFP does not specify a number)
From the Solicitation
This section shows what the RFP specifies for key personnel overall, under General Requirements. This can include:
A note on which roles are explicitly enumerated in the RFP (some solicitations only name certain roles, e.g., Course Instructor(s), with no project manager, technical lead, or QA roles specified)
Citizenship requirements
Security clearance requirements
Location/place-of-performance requirements
Each requirement links to its Sources and can be Edited. A Related requirements link shows how many compliance matrix requirements tie back to this section, and expands to show them.
Roles to Staff
Each role card shows the role title and current staffing (e.g., "1 / 1 FTE (100%)"), along with:
Responsibilities What the role is expected to deliver, extracted from the solicitation.
Staffing Any detail on headcount, e.g., whether the RFP specifies an exact number of personnel or uses general/plural language.
Location Where the role must be performed.
Security Clearance Clearance level required for the role, if any.

Related requirements A linked table of the specific Compliance Matrix requirements tied to this role, showing ID, requirement text, Type (e.g., SOW), and Section. Each row can be previewed (eye icon) or removed from the role (X icon).
Each role card includes Sources, Edit, and Delete (trash icon) actions.
Assigned Personnel
Below each role's requirements, the Assigned Personnel table shows who is currently assigned:
Personnel: name of the assigned person
Resume: linked resume file, viewable or replaced via upload
FTE: allocation for this assignment, editable
Status: Confirmed or Candidate, changeable from a dropdown
Assigned By: who made the assignment
Actions: edit or delete (trash icon) the assignment
Two buttons let you add personnel to a role:
Recommend personnel: asks NextStage AI to review the role's requirements against your Personnel Bench and suggest a match
Assign Personnel: manually select someone from your Personnel Bench to assign to the role
Only personnel marked Confirmed count toward the role's committed FTE.
Candidates you're still evaluating should stay in Candidate status until you're ready to commit them to the proposal.
Adding a Role Manually
If a role wasn't captured automatically, or you need to add one, click Add role at the top of the page and define the role title, responsibilities, FTE, location, security clearance, and qualifications directly. Align any manually added role with the solicitation's actual Key Personnel requirements.
Marking Key Personnel as Reviewed
Once you're satisfied with all roles and confirmed assignments, check the Reviewed box at the top of the page. Move to the next item (Past Performance, Technical Solution, or Proposal Outline) by selecting it in the left-hand navigation panel.

Best Practices
Keep your Personnel Bench current, resumes and certifications should be up to date before Kickoff Package runs. Access the Bench anytime via the Personnel / Resumes icon in the main left navigation menu, outside the proposal workspace
Review each AI-recommended candidate rather than confirming by default, especially where more than one qualified person could fill a role
Leave personnel as Candidate status until you're ready to commit them, since only Confirmed personnel count toward committed FTE
Align any manually added roles with solicitation-defined Key Personnel requirements
Confirm all assignments before generating the Pink Team Draft

A fully defined staffing structure with aligned roles and confirmed personnel, ready to support proposal development and draft generation.
