Key Personnel

How to define roles and assign Key Personnel in Proposals V2, including Bench setup, staffing requirements, and proposal alignment.

Overview

The Key Personnel feature allows you to define proposal staffing requirements and assign qualified personnel from your Personnel Bench. These assignments inform your Proposal Outline and Pink Team Draft, ensuring your proposal reflects accurate staffing plans, required qualifications, and solicitation requirements.

If you started with Document Package, Key Personnel requirements may already be identified as part of the workflow. You can then define roles and assign personnel within this tab.

This workflow consists of three steps:

  1. Add personnel to the Bench

  2. Define role requirements for the proposal

  3. Assign personnel to each role


Step 1: Add Personnel to the Bench

Navigate to Personnel → Bench, then click Add Personnel.

Enter the following information:

  • Name

  • Title

  • Email and phone (optional)

  • Department (optional)

  • Skills

  • Certifications

  • Education

  • Resume

Skills and certifications are user-defined and reusable across personnel profiles and proposals.

Once saved, personnel become available for assignment in proposals.


Step 2: Define Role Requirements

Open your proposal and navigate to Key Personnel, then click Add Role.

Enter the following:

  • Role title

  • Required FTE count

  • Role description

  • Required qualifications

  • Required skills and certifications

These requirements should align directly with the solicitation’s Key Personnel requirements.

Click Save to create the role.


Step 3: Assign Personnel to Roles

After creating a role, click Assign to select personnel from the Bench.

Assign personnel and specify:

  • FTE allocation

  • Assignment status (for example: Candidate, Proposed)

  • Resume association

This assignment links personnel qualifications to proposal staffing requirements.

Key Personnel assignments support:

  • Proposal Outline development

  • Pink Team Draft generation

  • Staffing section creation

  • Qualification alignment with solicitation requirements

This ensures your proposal reflects accurate and compliant staffing information.


Best Practices

  • Add personnel to the Bench before defining proposal roles

  • Ensure resumes and certifications are current

  • Align roles with solicitation-defined Key Personnel requirements

  • If using Document Package, review identified requirements before assigning personnel

  • Confirm assignments before generating the Pink Team Draft


Expected Outcome

A fully defined staffing structure with aligned roles and qualified personnel, ready to support proposal development and draft generation.
