Although most energy rebates are a fixed amount – refer to our Concessions info – in Victoria, there are two concessions available to customers that vary according to your bill amount.
The Winter Gas Concession and Annual Electricity Concession are calculated by a set formula that has been mandated by the AEC (Australian Energy Commission).
AEC formulas
Annual Electricity Concession: B x 17.5% – (C x 0.0905)
Winter Gas Concession: B x 17.5% – (C x 0.065)
B = Your usage and service charges, less any discounts or solar credits
C = the number of days in your billing cycle.

Let’s use Customer Jenny as an example
Jenny is on the Annual Electricity Concession. Her most recent bill shows $204 in usage and service charges, a 10% pay-on-time discount and $4 in solar credits, for a 76-day billing period (C).
Jenny starts by working out (B), which is $204 in usage and service charges less her 10% pay-on-time discount ($20.40) and solar credits ($4).
So, $204 - $20.40 - $4 = $179.60
Using the formula B x 17.5% – (C x 0.0905), Jenny works out her concession amount by calculating:
$179.60 x 17.5% – (76 x 0.0905), which is:
$31.43 – 6.87 = $24.56
So, this bill, Jenny's concession amount will equal $24.56.
Tip: Don’t forget to work out the sum of what’s in the brackets first, i.e. (76 x 0.0905) = 6.87
Some things to understand
If you're eligible for both of these concessions they will both apply to each bill.
This concession will not apply to the first $171.60 of your electricity costs or, $62.40 of your winter gas costs each year.
If you normally receive a pay-on-time discount with each bill, but lose it due to a late payment, you will be owed a larger concession amount. In this instance, we'll adjust your next bill to include the missing concession amount.
