Navigate to the Library via the Page Navigation Menus on the left, and select Inclusions/Exclusions.
Next, select which Company you are creating the Inclusions/Exclusions for (if you only have one Company just select the only one that shows up in the dropdown menu).
Now click the CREATE NEW TEMPLATE button in the top left of the screen.
You will see a pop-up window appear, this is where you will type in the Title, select whether you are creating an Inclusion or Exclusion, and then what message you want to appear.
