If all of a learner’s aims have closed (and the learner is not on a break-in-learning), and at least one of that learner’s aims was either 16-19 Funded (Funding Model 25), Adult Skills Funded (FM35), or Other Adult Funding (FM81); then there must be an ILR ‘Learner Destination & Progression’ record present, and it must have an “Outcome Start Date” which is on or after their latest aim "Learning Actual End Date".
This validation rule will trigger an error, if no such ‘Learner Destination & Progression’ record is currently being reported, and its been two months since the ‘Learning Actual End Date’ of the learner’s latest closed aim (in order to tell whether two months have passed since the latest aim's ‘Learning Actual End Date’, this validation rule compares that Actual End Date to the individual ILR export file’s own Creation date).
This rule is not triggered for Apprenticeship Standards, or Traineeships.
