The R59 ILR validation error will occur if there's multiple different Learners (with different LRN 'Learner Reference Numbers') in your ILR export file, sharing the same LRS ULN 'Unique Learner Number'.
For learners entered in PICSWeb, this type of error most often occurs when a learner has completed one learning episode, and is now progressing to a new learning episode;
In that scenario, instead of using the "Create Learner" action in the Learner List (to enter a new learner from scratch, with a new Learner Reference Number), you should be using the 'Episode Actions' button in the 'Other Episodes' tab of the existing Learner's summary, in order to create a new episode for the existing learner (which will then automatically have the same personal details, and identifiers, as the existing Learner episode).
If multiple Learner records have been entered, that should actually have been multiple episodes for the same Learner record; then this can be corrected by copying the 'Learner Reference Number' from the earlier episode, and updating the 'Learner Reference Number' in the newer episode to match it.
The LRN 'Learner Reference Number' can be updated from the 'ILR Learner' section of the learner's newer episode (by pressing the blue pencil icon, next to the episode's current LRN).
When PICSWeb recognises that you're trying to update the new episode's LRN, to match an existing LRN from another learner's episode, you will be asked to confirm whether you want to re-link that episode (whose LRN you're currently updating), so that it belongs to the same learner as the existing episode where that LRN was found.
