The LearnDelFAMType_81 validation error is triggered by any Funding Model "35: Adult Skills" ILR Learning Aims, that are Level 2 or below, where the learner is aged 24+ on its 'Learning Start Date', and the FFI 'Full Funding Indicator' (within the 'Aim FAM' tab of that learning aim's summary) has been set to "1: Fully Funded" rather than "2: Co-funded", unless one or more of the rules exemptions are shown to have been met.
Each valid exemption to LearnDelFamType_81 is listed within its "Rule Description" (above), with some of the most commonly-applicable exemptions described in further detail below:
The learner is on active benefits (DD38)
This exemption is met by editing the ILR 'Employment Status' record applicable on the learner's start date, and selecting the appropriate BSI 'Benefit Status Indicator' code.
BSI "1: Learner is in receipt of Job Seekers Allowance (JSA)"
BSI "4: Learner is in receipt of Universal Credit"
BSI "5: Learner is in receipt of Employment and Support Allowance (all categories)"
BSI "6: Learner is in receipt of other state benefits"
The learner is in receipt of low wages
This exemption is met by adding a new LDM 'Learning Delivery Monitoring' record, to the 'Aim FAM' tab of the affected ILR 'Learning Aim', with the code "363: Learners in receipt of low wages".
This code is used to identify eligible employed adult learners you fully fund (who would normally be co-funded) for ESFA funded Adult Education Budget provision up to and including level 2, and earn less than £18,525 annual gross salary.
Full funding for learners in devolved local areas
This exemption is met by adding a new DAM 'Devolved Area Monitoring' record, to the 'Aim FAM' tab of the affected ILR 'Learning Aim', with the code "023: MCA/GLA Delivery Exclusion".
This code provides an additional rule exemption, for eligible training providers funded through mayoral combined authorities (MCAs) or the Greater London Authority (GLA), to deliver fully-funded provision up to Level 2.
This exemption is only appropriate for FM35 (Adult Skills) learning aims that are reported with the SOF 'Source of Funding' code of a devolved local authority, rather than the ESFA.
For example: SOF "110: Greater Manchester Combined Authority" (instead of SOF "105: Education and Skills Funding Agency (ESFA) - Adult").
