The WithdrawReason_04 validation error occurs when a 'Withdrawal Reason' has been recorded in an ILR Learning Aim's 'Start & End' details, but the learning aim's 'Completion Status' is either "1: Continuing", "2: Completed", or "6: Temporarily Withdrawn".
The only ILR 'Learning Aims' that should have a 'Withdrawal Reason' recorded, are those with a 'Completion Status' of "3: Withdrawn from Learning Activities".
For aims on any other 'Completion Status' value, the 'Withdrawal Reason' field must remain blank.
