How to create a new non-importer or foreign importer

Managing commercial entities effectively is essential for seamless customs operations. This article provides a step-by-step guide on how to create a non-importer (such as a seller, manufacturer, buyer, consolidator, ship to, or stuffing location) or a foreign importer within the pCustoms Commercial Entities module. Whether you’re adding a business partner or registering a foreign importer for compliance, this guide ensures accurate data entry and streamlined processing.


Step 1: Go to the Commercial Entities module

First, you need to click on the "Directory" drop-down at the left navigation bar:

Once it's open, then click on "Commercial Entities":

Step 2: Open the New Non-Importer form

To open the new non-importer form, you need to click on the "New Non-Importer or Foreign Importer without CAIN" button at the top right:

Step 3: Fill out the form details

Now, it is time to fill out the necessary details to create your entity. You need to provide the following data points:

  • Entity name (legal name)

  • Entity type (corporation, LLC, partnership, etc.)

  • Address type (corporate office, retail location, warehouse, residence, etc.)

  • Primary address line (address line 1)

  • Supplementary address line (address line 2)

  • City

  • Country

  • Zip code (postal)

Step 4: Review the details you entered

Once you enter all the information, click the "Submit" button at the bottom:

Then, when the entity is created, you will be redirected to the commercial entities module, where you can find all the commercial entities you entered. Just click the entity name you created to open their profile to review the details:

In the profile section, you can see all the entity details you entered previously:

If you will need to edit some details in the future, you can just click on the "Edit" button at the bottom to make the form fields editable:

When you make the changes you need and are ready, just click the "Save" button:


Creating a non-importer or foreign importer in pCustoms is a simple yet crucial step in managing commercial entities for customs operations. By accessing the Commercial Entities module, filling out the necessary business details, and submitting the form, users can efficiently register sellers, manufacturers, buyers, or other non-importing entities.
