When you set the min. frequency to for example 90%, it will still include hands where one action is taken less than 10% of the time—because the other action in that hand is taken 90% or more of the time.
This filter helps exclude hands with more mixed strategies, such as 80%/20% splits.
If your goal is to completely remove hands that include actions taken 10% or less of the time, you'll need to increase the threshold. For example, setting it to 99% will exclude those hands entirely.
