Can I add a message to a billing summary?

Not at the time, but you can configure the billing message for bills you send out under the customer profile.

Go to settings->configuration->email notifications->bill message

To create the bill, go to your customer's profile->billing information->add bill

Add a line item (or line items), name the bill, and then send it.

You bill message will show up in the body of the email when sent.
