Only owners, branch managers, and other administrators can see all of the pins on the leads map. Sales reps can only see their own pins. This is by design to prevent reps from "poaching" other reps' leads.
If you want to change the employees permissions so he or she can see all pins, it will also make it so her or she can see company settings, reports, and other portions applicable to an admin user.
