In a nutshell: not anymore.

HarmonyOS is Huawei's proprietary mobile operating system. Earlier versions of HarmonyOS were based on Android, and as such, PWA installation was possible.

However, HarmonyOS NEXT is now completely independent from Android and is therefore not compatible with Android applications. And unfortunately, that means PWA installation is not available on Huawei devices that run HarmonyOS NEXT.
