The Próspera Governance Platform powers the development of new cities in special economic zones. It offers a pro-business and innovation jurisdiction, ensuring companies can operate under favorable regulatory conditions. This platform empowers individuals and companies, leading to significant economic growth for businesses, residents, and host nations. What makes Próspera so powerful is its driving regulatory philosophy of "trust but verify" and its combination of fiduciary and competitive for-profit governance. As a general rule, entrepreneurs are presumed innocent and competent. They are free to build businesses without significant barriers to entry beyond clear accountability and proof of financial capacity. Operations can commence almost immediately with nearly all regulation driven by subsequent compliance audits by competitive insurers. Public officials owe literal and enforceable fiduciary duties at the same time that most public services are furnished on a competitive and for-profit basis. The Próspera Governance Platform is the optimal balance of freedom, responsibility, and efficiency.

Why is Próspera Needed?

In many legacy systems, poor governance and its cumulative effects trap human potential, leading to economic stagnation and lower optimism for the future.

Special economic zones, when crafted thoughtfully, can unleash human potential and compound economic benefits. This model has been deployed successfully in Singapore, Dubai, Hong Kong, and Shenzhen.

According to the Doing Business Index by the World Bank, increasing governance quality for less developed nations to match governance standards of G20 nations would result in an additional $100-$200 Trillion in additional wealth creation each year.

Regulatory Compliance

The Próspera Governance Platform (PGP) operates as a common law jurisdiction, similar to the United States. The basic regulatory principles in Próspera are:

  1. Screen for criminal and/or irresponsible actors at the front-end through background checks and a mandatory minimum insurance requirement; and

  2. Based on the filtering process in, avoid prescriptive regulation in favor of self-regulation with clear lines of accountability and demonstrated financial capacity to make restitution. These basic regulatory principles ensure maximum freedom to innovate and catalyze economic development while supporting strengthened responsibility.

Compliance in Próspera is handled by regulatory insurers rather bureaucratic agencies which enables maximum regulatory choice and flexibility. For a full overview of Regulatory Compliance in Próspera, check out the link below:

Labor Laws

Hiring in Próspera is one of the simplest jurisdictions to hire anywhere in the world. Standard Honduran labor rules (outside of Próspera) obligate employers to pay up to an additional $0.42 for every $1 in wages paid. Próspera replaces these obligations with a portable labor benefit fund owned by employees, empowering employees with greater independence while also allowing employers to directly realize cost savings, despite a minimum wage that is set at 10% - 25% above the Honduran national minimum wage. Employees receive a premium wage in Próspera, while employers are still able to realize a significant savings compared to overall labor costs outside of Próspera.
