The California Voter ID Initiative is a proposed state constitutional amendment that will establish permanent Voter ID requirements for all California elections.
The Voter ID measure requires:
Photo ID to vote (in-person or by mail)
All votes, whether cast in person or by mail, will be counted only after verification of government-issued identification.
Verification of citizenship before voter registration
It requires the Secretary of State and county election officials to use government data to verify citizenship attestations on voter registration, close loopholes, and protect voter rolls from error or abuse.
Over 1 million signatures are needed to place this measure on the 2026 General Election ballot. Once passed, in November, it will permanently require Voter ID and citizenship verification in all California elections with no exceptions.
