On June 8, 2022, California Senator Toni G. Atkins introduced SCA 10 (Senate Constitutional Amendment 10) to the California State Senate. SCA 10 is a measure to amend the California Constitution by adding a right to abortion.

SCA 10 states:

“The state shall not deny or interfere with an individual’s reproductive freedom in their most intimate decisions, which includes their fundamental right to choose to have an abortion”

This measure, if passed, will codify the “right” to kill the unborn, make abortion a CA Constitutional right throughout all three trimesters.

In a recent press release, Atkins stated that SCA 10 “is intended to protect the right to abortion in the state constitution, given the pending U.S. Supreme Court decision in Dobbs v. Jackson Women’s Health Organization and the leaked draft majority opinion that highlights a federal erosion of the right to abortion as protected for nearly 50 years under Roe v. Wade.”

Atkins continued her statement by describing the U.S. Supreme Court’s awaited decision as a historic moment that required a fight for abortion by legislators. In this fight, Atkins refers to SCA 10 as the “armor we need for that battle.”

It is no secret that in preparation for a potential post-Roe world, California is poised to become the abortion leader of the nation. Created in partnership with Planned Parenthood Affiliates and praised by CA Governor Gavin Newsom, SCA 10 is a major step to progressing their dangerous and highly politicized pro-abortion agenda.

Far from shying away from this destructive agenda, CA legislators stated, in regard to SCA 10:

“California is doing all it can to be a national beacon for reproductive justice and a sanctuary for anyone seeking an abortion.” - Assembly Member Cristina Garcia

“Now that each and every Californian who chooses an abortion, assists someone receiving an abortion, or provides abortion services can no longer rely on legal protection from the highest court in the land, it is time to explicitly enshrine abortion as a guaranteed right in our state constitution,” - Senator Nancy Skinner

SCA 10 needs a two-thirds majority vote in the CA Senate and Assembly to place the amendment on the November 2022 ballot. Once on the ballot, voters will decide the fate of the bill - if California will make abortion a CA constitutional right.

SCA 10 is a clear death sentence for the unborn in California. To protect life and truly stand for women’s health, Californians must stand against SCA 10.
