You've got two options here:
Option 1: Hire them directly
In this case, you will be responsible for:
=> contracting with them, via your own legal paperwork
=> checking that they are legally allowed to work whereve
=> Paying them
=> Paying employer taxes in their current country
Option 2: Hire them via an intermediary
In this case, you can register with an Employer of Record and they will:
=> check the worker is legally allowed to work
=> contract with them
=> pay them
=> cover all relevant taxes
