Project Users are Organisation Users that have been added to a project.
For viewing content – even Organisation Admins will need adding to a Project and assigned to a Group. The Group will need to have a Channel assigned and that Channel will need to have a Program assigned to it. As an Organisation Admin they are able to do this themselves.
