You can generate a gift card and complete the transaction without accepting payment at checkout.
Steps
On the checkout screen, select Gift Card.
Click Checkout.
Choose Other as the payment method.
Turn off Collect payment (uncheck the checkbox).
In the Reason field, enter a note (example: Store credit for Jane Doe).
Complete the transaction.
