By default Scanner App applies filter that works best for documents with text or simple graphic content.
However, it might affect color accuracy on scanned photos and other pictures. To fix that you can change the applied filter to Photo:
Open the document you want to change filter on
Tap Edit in the bottom toolbar
Change applied filter from Color to Photo
Tap Done in the upper right corner
