As of 1 May 2025, new customs procedures have been implemented for shipping parcels from Great Britain to Northern Ireland under the Windsor Framework.
Before You Ship
Please make sure you have:
UKIMS authorisation (recommended)
An EORI number
HS codes, values, weights and origins for all products
Completed the required customs forms and include with your shipment
What’s Changed?
Customs declarations are now required for all parcels to NI
More product data is needed (HS codes, values, weights, origins)
Some goods may attract tariffs unless you’re registered under the UK Internal Market Scheme (UKIMS)
What you need to do
1. Apply for UKIMS Authorisation (Recommended)
UKIMS lets you declare your goods as “not at risk” of moving into the EU
This helps you avoid tariffs on shipments to NI

2. Register for an EORI Number
An EORI number (starting with GB) is required for customs declarations

3. Gather Customs Data for Each Product
Make sure you know the following data for all products:
HS (commodity) code - you can look these up here: UK Trade Tariff tool
Product description
Value
Weight
Country of origin
4. Complete and Attach Customs Forms
Prepare the required paperwork:
Commercial Invoice – use the UPS commercial invoice guide and template or follow HMRC guidance.
Customs Declaration (CN22 or CN23) – you can use the Post Office Customs Declaration form tool to generate the correct form.
You’ll need to print and attach these documents securely to the outside of your parcel along with the shipping label.
