Can I get a non-domicile CDL (Commercial Driver License) or CLP (Commercial Learner Permit)?

On September 26, 2025, the U.S. Department of Transportation (DOT) issued an emergency rule requiring all states to pause issuance of non-domiciled Commercial Learner Permits (CLPs) and Commercial Driver Licenses (CDLs).

Moving forward, these licenses will need to be renewed once a year and will only be issued to non-citizens who:

  • Hold an employment-based visa, and

  • Pass a federal immigration status check through the SAVE system.

Impact to Oklahomans

  • As of Sept. 26, 2025, Service Oklahoma has paused issuance of all non-domiciled CLPs and CDLs.

  • Current holders remain valid for now; federal guidance will determine if any need to be reissued.

  • Regular CDLs for Oklahoma residents are not affected.
