On September 26, 2025, the U.S. Department of Transportation (DOT) issued an emergency rule requiring all states to pause issuance of non-domiciled Commercial Learner Permits (CLPs) and Commercial Driver Licenses (CDLs).
Moving forward, these licenses will need to be renewed once a year and will only be issued to non-citizens who:
Hold an employment-based visa, and
Pass a federal immigration status check through the SAVE system.
Impact to Oklahomans
As of Sept. 26, 2025, Service Oklahoma has paused issuance of all non-domiciled CLPs and CDLs.
Current holders remain valid for now; federal guidance will determine if any need to be reissued.
Regular CDLs for Oklahoma residents are not affected.
