However, all this means is that a person in the location you chose, visited a site in our network that is outside of their current location. For example, if you targeted New York, your ad is served on websites when a person from New York visits. A person from New York could visit a local news site in LA, a blog from a writer in Paris, or Rolling Stone! Whichever tier you pick, we'll target those users whenever they're on our network of sites
