You do NOT need to have gone through a formal status assessment process to determine you are a refugee (Refugee Status Determination), but you do need to be registered with the UNHCR.

Admission to the RSSP program is highly competitive and merit-based. Meeting eligibility criteria does not guarantee a place, and the program anticipates a high number of applicants.
