'Exclude by tag' feature looks for product Tag that you have added in shopify.
To exclude a product from hiding, you simply have to tag the product in Shopify and add the tag name in Wipeout app.
For example you can tag a product as do_not_hide and then add the tag name to Wipeout's Exclude-by-Tag section.
