To set up a service charge for your store, go to
Stores > Store Settings > Operations
Scroll down the page and you'll see a section for Fees. Here you can edit the fee's name. Leave it as 'Service Charge' or change it to a different name if you wish.
You can also use the Fees settings to add a mandatory charge for all your orders.
