In a Transparent budget, you are choosing to expose your markup/margin costs to the client, so the value of the margins you add to items are tallied in a separate bucket called Purchasing Fee.
In a Non-Transparent budget, the markup/margin costs are blended with the final price for each item, like it is in retail, the markup is there but not highlighted separately to the client.
