While you can simply drag items into the menu designer, those items won't be connected to menu items. 

The best approach is to first create your menu in Menu Engineering. This helps you ensure that menu items in each category are profitable. 

Then, when you create a Menu Design, you can pull in the same menu content you added in Menu Engineering. When you build your menu this way, changes you make will be added to menu in Menu Engineering source menu.
