ICHRA & QSEHRA Employee: Understanding Eligibility and Coverage Start Dates for New Hires

Your eligibility date determines when you can enroll in your employer's HRA, while your coverage start date determines when your health insurance becomes active. These dates are not always the same.

What is an eligibility date?

Your eligibility date is the first day you're allowed to participate in your employer's HRA.

Your employer determines this date based on its benefit plan.

Common eligibility rules include:

  • Your first day of employment

  • The first day of the month following your hire date

  • After a waiting period, such as 30 or 60 days

You cannot enroll in your HRA or receive reimbursements before your eligibility date.


What is a coverage start date?

Your coverage start date is the date your individual health insurance policy becomes effective.

In most cases:

  • Coverage begins on the first day of the month after you enroll in a health plan.

  • Insurance carriers may offer different effective dates depending on enrollment timing or qualifying life events.

Becoming eligible for an HRA does not automatically enroll you in health insurance.

You must select and enroll in an eligible health plan before coverage can begin.

Important: You are responsible for paying your insurance premium directly to your carrier. Once your coverage is active and you have paid a premium, you can submit a reimbursement request through Take Command to be reimbursed up to your HRA allowance amount.


How does the enrollment process work?

After becoming eligible:

  1. Your employer assigns your HRA eligibility date.

  2. You receive access to your Take Command Member Portal.

  3. You shop for and select an eligible health insurance plan.

  4. You complete your enrollment.

  5. Your insurance carrier activates your coverage based on its effective date rules.

Tip: When entering dates in the portal, use the full 4-digit year format (for example, 2026 not 26) to avoid validation errors.


What does an 'In Progress' enrollment status mean?

“In Progress” means your enrollment has been submitted to your insurance carrier and is being processed. Your coverage is not yet active until your carrier confirms an effective date. Processing typically takes several business days — you will receive confirmation once your coverage is active.


What if no plans appear or I cannot complete enrollment in the portal?

If no plans display when you try to shop, or enrollment buttons are greyed out or unavailable, this is typically a backend eligibility configuration issue — not a browser or network problem. Browser troubleshooting steps will not resolve it.

Can my coverage start be delayed?

Yes. Your coverage may begin later than your eligibility date if:

  • You delay selecting a health plan.

  • You miss your carrier's enrollment deadline for the month.

  • Additional information is needed to complete your enrollment.

Selecting a plan promptly helps avoid delays in coverage.


Example timeline

Suppose:

  • You are hired on June 10.

  • Your employer has a 30-day waiting period.

Your timeline may look like this:

  • June 10: Hire date

  • July 10: HRA eligibility date

  • Before the carrier's enrollment deadline: Select your health plan

  • August 1: Coverage becomes effective (if enrollment is completed on time)

Actual coverage dates depend on your insurance carrier's enrollment rules.


When does this article not apply?
