Adding a cutting technology and linking it to rates and materials

Adding a cutting technology to ToolBox is not as simple as just creating one from the Processes page. The new cutting technology won't be functional within a quote until it's connected to rate tables and materials, otherwise ToolBox doesn't know what speeds to cut the material with when you use the new cutting technology in your quote.
