All EAC purchases made by the certifying entity, including RECs, must be substantiated with:

Proof of purchase

Payment receipt or purchase contract

- Date paid, quantity, and amount per unit
- Purchase contracts must indicate that the certifying entity has completed the purchase of all EACs. Installment purchases are not allowed.

Proof of retirement

Retirement certificate or purchase contract with attestation letter

- Must demonstrate all EACs retired on behalf of the certifying entity or proof of enrollment in EAC-based program (such as green tariff program)
- Confirm that the service rate provides electricity from 100% renewable sources (or a percentage rate that matches the portion of renewable energy generation reported in the GHG inventory)
